"All students can and will learn when provided with a continuum of services that promotes individual skills, talents, and educational needs that focuses on individual strengths, rather than weakness. Students must be provided with a variety of opportunities to accommodate their differences in learning styles and should be active participants in the learning process. Success is measured by each individual's ability to reach his/her learning potential."
